Relaxed Regulations

Big banks had relaxed rules in the Over-the-Counter markets. The financial reform imposes many new rules and regulations that will be a headache to adhere to for the banks, but will end up as beneficial. This cartoon is not saying that banks have done nothing or are not willing to do anything. It's more a commentary on how much of a headache the reform is in the short-term.
